1. What is an HOA?

An HOA, or Homeowners Association, is an organization established to manage and maintain the shared spaces, community standards, and overall well-being of a residential neighborhood. At Mangrove Manor Community Association, our HOA exists to help preserve property values, enforce community guidelines, and oversee amenities such as the Amenity Center & Pool as well as common landscaping throughout our neighborhood in Apollo Beach, FL.

Our HOA is governed by a Board of Directors, made up of resident volunteers, who make decisions in accordance with our Governing Documents, which include the Declaration of Covenants, Conditions & Restrictions (CC&Rs), Bylaws, and Architectural Guidelines. These documents outline the responsibilities of homeowners and the association, including how maintenance, community projects, and resident requests are handled.

The HOA also works in partnership with a professional management company to handle administrative functions like collecting dues, managing vendor contracts, and enforcing rules consistently and fairly. Our goal is to foster a safe, attractive, and welcoming environment for all Mangrove Manor residents.

2. What are the Amenity Center & Pool Hours?

The Amenity Center & Pool is open from 7:00 AM to 8:00 PM every day of the week. Both amenities are open to residents of Mangrove Manor and their guests, but we ask that guests remain with the resident they are staying with to avoid any confusion.

3. I see people fishing in the neighborhood ponds and canal. I thought the CC&Rs prohibited fishing — isn't that trespassing?

While the original CC&Rs do state that fishing is prohibited, those documents were written before the November 2024 Amendment to the Florida Constitution, which enshrined Hunting and Fishing as protected rights. As a result, if individuals fishing are residents of our neighborhood, they are not considered trespassing, and are likely protected under the new constitutional amendment. We ask that residents fishing be respectful of the fish and wildlife in our ponds and canal, and to practice responsible catch-and-release fishing. The fish in the ponds and canal are a valuable resource for our community, and help to keep insect populations in check.

If the individuals fishing are not residents, they can be considered trespassing on private property. In those cases, the appropriate action is to politely ask them to leave. In the near future, Hillsborough County Sheriff's Office will be formally authorized to trespass non-residents on our behalf.

We understand this may be a disappointing answer for some residents. However, pursuing legal action against residents fishing — particularly when they are not causing any harm or damage — could expose the Association to unnecessary legal risks. It is the Board's position that our efforts should focus on enforcing trespassing laws against non-residents entering uninvited, where enforcement is legally clear and defensible.

Additionally, if anyone — resident or not — enters your private property without your permission, you always have the right to ask them to leave and, if necessary, have them formally trespassed from your property.

4. Where can I submit my Architectural requests?

Currently, Architectural requests can be submitted online in the Legacy Enumerate portal and navigating to For Residents -> Online Forms.
